JOB PURPOSE
To support in collecting, monitoring and studying data related to the requirements of the local suppliers and vendors and make sure that government, semi government and other related entities procuring entities are compliant with LCGPA standards in relating with Local Content Requirements.
KEY ACCOUNTABILITIES
Local Content Monitoring
§ Assist and support in making sure that suppliers and public procuring entities are aware of Local Content requirements
§ Assist and support in collecting data about the volume of the suppliers that meet the Local Content requirements and public procuring entities that apply the Local Content requirements.
§ Assist and support in collecting data related to compliance with the mandatory list and to the complaints received and the status of each complaint.
§ Assist and support in collecting data about the clarification request received by the government entities or the private sector.
§ Assist and support in reviewing draft RFPs and other tender documents in coordination with the Government Expenditure and Projects Efficiency Authority to ensure that Local Content requirements are followed.
§ Assist and support in developing compliance and status reports covering all required information on frequent intervals.
§ Assist and support in exploring violations related to the implementation of local content requirements.
§ Assist and support in Initiating blacklisting requests of non-compliant suppliers as per the Local Content regulations.
§ Assist and support in interpreting collected data to support in developing actionable steps that will improve processes and optimize results.
§ Assist and support in spreading awareness of the importance of applying Local Content requirements whether to suppliers or to public procuring entities.
§ Assist and support in coordinating continuously with internal departments such as Entities Enablement and other relevant departments to ensure harmony and proper understanding of Local Content requirements to be able to enable and excel entities accordingly.
§ Assist and support in developing quarterly and annual reports.
§ Assist and support in building local content teams within the government entities.
Local Content Mechanisms Implementation Support
§ Support the government entities in including the Local Content requirements within their RFPs and contracts.
§ Support the government entities in reviewing the proposals submitted by the bidders.
Complaints Receiving and Handling
§ Support in receiving, handling and resolving the complaints related noncompliance with the Local Content regulations.
Policies, Systems, Processes, Procedures, Standards and Reports
§ Follow all relevant functional policies, processes, standard operating procedures and instructions to ensure that work is carried out in a controlled and consistent manner.
§ Support in the preparation of timely and accurate reports and functional deliverables to meet the functional requirements in order to achieve the desired efficiency and performance excellence.
