JOB PURPOSE |
|
To contribute to sourcing operations through identifying suppliers, collecting relevant supplier information, developing Request for Proposals, evaluating bids and selecting suppliers to ensure LCGPA obtains the best product and/ or services within the allocated budget. |

KEY ACCOUNTABILITIES |

DESCRIPTION |
|
Sourcing Operations § Conduct market research to identify opportunities and best suppliers, communicate them to the Sourcing Operations Executive Director for consideration in order to expand products/service to meet LCGPA demands. § Send and follow-up on Requests for Information (RFIs); collect and screen relevant documents received to contribute to sourcing selection decisions. § Create, maintain and update documentation and databases, including records of purchased items, list of suppliers, purchasing records from each supplier, costs, deliveries and communicate any changes as necessary to the Sourcing Operations Executive Director to ensure that the database is up to date and in line with LCGPA requirements. § Participate in setting the strategic sourcing management goals of the Authority and implement action items to ensure that those goals are achieved. § Efficiently implement sourcing and supplier management processes, including Authority requirements review, sourcing and risk management activities, supplier selection and qualification activities, contracting, and performance management. |

Supplier Management § Maintain collaborative partnerships with key suppliers, and potential suppliers, to reduce costs, improve sourcing performance, gain buyer privileges, and enhance overall value for LCGPA. § Analyze and track accuracy of supplier promise dates; develop reports to ensure alignment with supplier promise dates. § Monitor ongoing health of supplier relationships and operations by implementing and managing the Vendor Survey Program. |

RFP Management § Contribute to the development of Request for Proposals, in line with LCGPA requirements, and provide the selected potential suppliers with Request for Proposals within the appropriate timeframe. § Contribute to the evaluation, short-listing and selection of bids based on defined criteria and metrics to ensure that all bids are aligned to government standards and that they fulfill the demands of the Authority. |

Supplier Negotiations § Participate in negotiations with suppliers and recommend methods for handling negotiations to ensure that LCGPA obtains the best possible deals. § Oversee deal negotiations with suppliers; negotiate pricing, quantity, and delivery schedules, as necessary. |

Policies, Systems, Processes, Procedures, Standards and Reports § Follow all relevant functional policies, processes, standard operating procedures and instructions to ensure that work is carried out in a controlled and consistent manner. § Assist in the preparation of timely and accurate reports and functional deliverables to meet the functional requirements in order to achieve the desired efficiency and performance excellence. |
