Job Description

JOB PURPOSE

 

To direct and develop the Economic Participation Agreements Monitoring Department strategy and plan through working with government and private sectors to drive continuous service improvement and ensuring contractual obligations and other service commitments / targets are achieved.

 

KEY ACCOUNTABILITIES

 

DESCRIPTION

 

Strategy and Planning

Translate Agreements Monitoring General Department strategies and policies into operational plans and organizing the work of the Economic Participation Agreements Monitoring Department and overseeing its implementation to deliver services and achieve its objectives.

 

People Management

§  Supervise the teamwork of the department and follow-up evaluation of their performance by providing feedback on an ongoing basis and seek opportunities to develop their capabilities in order to motivate them and raise the level of performance of the work of the department.

§  Identify the training and development needs of the Economic Participation Agreements Monitoring Department employees and fill the knowledge gaps to ensure continuous development and a high level of competence within the team.

 

Budget Management

§  Manage the preparation of the operational budget for the Economic Participation Agreements Monitoring Department and control expenditures in line with the approved budget.

 

 Agreements Monitoring Management

§  Manage the execution & monitoring of the Economic Offset programs and ensure the contractual obligations are achieved. 

§  Manage and develop an effective governance-operating model that defined the mechanisms and interaction points among key entities and stakeholders.

§  Manage and ensure the proper coordination with various government entities, obligators and the private sectors regarding commitment of implementing the terms of economic participation   agreements.

§  Direct and develop the monitoring processes and procedures to ensure the success of various Economic offset programs.

§  Conduct a thorough review and analysis of reports submitted by subordinates and make timely decisions to ensure enhancing the Economic Participation Agreements Monitoring Department performance, mitigating highlighted risks and achieving LCGPA’s objectives.

 

Relationship Management

·       Oversee the communication and collaboration with external  stakeholders to ensure all LCGPA requirements are me

·       Manage accurate development of  the obligators’ and government entities’ progress reports or escalate to LCGPA’s senior leadership and other related stakeholders on the status of  obligators delivery and the impact on LCGPA’s strategic goals and objectives

 

Policies, Systems, Processes, Procedures, Standards and Reports

§  Provide recommendations for the development of policies and procedures and oversee the implementation of operations covering the areas of work and activities of the Economic Participation Agreements Monitoring Department and ensure that they meet their requirements in order to ensure their contribution to the achievement of strategic objectives. Review reports submitted by Economic Participation Agreements Monitoring employees and prepare final reports for department head and relevant stakeholders, highlighting major accomplishments, issues and actions that were taken against them. 

 

Continuous Improvement

·       Motivate subordinates and contribute to the identification of opportunities for continuous improvement of Economic Participation Agreements Monitoring Department systems, processes and practices considering ‘international best practices’, improvement of business processes, cost reduction and productivity.
