Job Description

JOB PURPOSE

To manage Local Content Development activities in the Emerging Sectors through developing supporting the collation of data, conducting feasibility analysis, developing business cases, prioritizing Development, and developing implementation tools, initiatives, and plans, in coordination with economic development entities and the private sector to increase the Local Content in the Kingdom.

 

KEY ACCOUNTABILITIES

DESCRIPTION

Strategy and Planning

§  Translate Local Content Development General Department strategies and policies into operational plans and organize the work of the Emerging Sectors Department and oversee its implementation to deliver services and achieve its objectives.

People Management

§  Supervise the team work of the Emerging Sectors Department and follow-up on the evaluation of their performance by providing feedback on an ongoing basis and seek opportunities to develop their capabilities in order to motivate them and raise the level of performance of the work of the department.

§  Identify the training and development needs of the Emerging Sectors Department employees and fill the knowledge gaps to ensure continuous development and a high level of competence within the team.

Budget Management

§  Prepare and propose the Emerging Sectors Department budget and control expenditures within the approved budget to enable the department to estimate projected expenditures to ensure efficient and effective use of financial resources.

Data gathering

§  Liaise with Business Intelligence to conduct the appropriate demand, supply and gap analysis to ensure that the right data is being collated and analyzed to support the identification and prioritization of key gaps in the Emerging Sectors.

§  Support the data collection through identifying and communicating gaps in the Emerging Sectors supply and demand market that can be filled with Local Content to ensure that the Emerging Sectors Department needs are met.

Business Cases

§  Manage the process of developing business cases for local content development based on Local Content data analysis through following the processes of business case preparation and opportunity prioritization to ensure consistency in the format and structure of business cases across categories.

§  Conduct and prepare feasibility studies of Local Content Development in the Emerging Sectors through conducing analyses such as (NPV, CAPEX, OPEX, scenario analysis, IRR, etc.).

§  Conduct Local Content Development prioritization to choose the development that qualify for initiative ideation and implementation.

§  Conduct the initiative ideation and conceptualization of prioritized development and oversee the process of developing initiatives to increase the Local Content.

Supplier Performance Evaluation

§  Design and develop unique and intuitive user experience for all suppliers through Local Content Development initiatives to ensure maintaining supplier collaboration.

§  Collect, maintain, and analyze supplier performance as well as identify mechanisms for opportunity linkage and further Local Content development.

Opportunity Implementation

§  Develop Local Content tools tailored to categories or particular Local Content development to support the implementation of Local Content development initiatives and projects.

§  Coordinate with the private sector, economic development entities, and other stakeholders on Emerging Sectors Local Content Development implementation to ensure that the roles of those entities are clear and achieve the impact sought from the opportunity.

Communication Management

§  Identify, develop and maintain relationships with relevant economic development entities in the Emerging Sectors Department for Local Content Development to ensure no overlaps in activities and explore mutual Local Content development.

Policies, Systems, Processes, Procedures, Standards and Reports

§  Direct the development of Emerging Sectors Department policies, systems, processes and procedures to ensure the consistent application and ease of operations for subordinates.

§  Conduct a thorough review and analysis of reports submitted by subordinates and make timely decisions to ensure enhancing the Emerging Sectors Department performance, mitigating highlighted risks and achieving LCGPA’s objectives
