Local Content Monitoring Manager

Job Description

JOB PURPOSE:

To implement and monitor Local Content within the procurement and contract execution processes starting from the RFP stage until closure of the contract to ensure optimizing Local Content in in procurement activities of government, semi-government and other related entities.

KEY ACCOUNTABILITIES:

Local Content Evaluation

§  Support the evaluation of annual performance of entities and conduct the needed research to provide recommendations to reward or penalize accordingly.

§  Conduct and manage the technical evaluations pertaining to Local Content within procurement bids to ensure that the bidding entities are technically fit for the published RFPs.

Compliance Monitoring and Reporting

§  Lead the efforts related Local Content requirements reporting to make sure that compliance and status reports cover all required information and reported on frequent intervals.

§  Lead the efforts of reviewing draft RFPs and other tender documents in coordination with the Centre of Spending Efficiency to ensure that Local Content requirements are followed.

§  Lead the efforts related to compliance assurance of the state owned companies and PPP projects with regard to Local Content requirements.

§  Lead the efforts related to initiating of blacklisting requests as per the Local Content regulations.

Local Content Mechanisms Implementation Support

§  Lead the activities related to supporting the government entities in including the Local Content requirements within their RFPs and contracts.

§  Lead the activities related to supporting the government entities in reviewing the proposals submitted by the bidders.

§  Lead the interactions with the call center at the Ministry of Finance to make sure that Local Content clarifications are well addressed by the center and provide/ take the necessary support or action

Mandatory list

§  Lead the development of the mandatory list including the guidelines for the inclusion of the products to the list and also the exceptions criteria.

§  Lead the activities related to updating and upgrading the data acquisition processes, addition or exception requests.

Local Content Target Setting

§  Lead the activities related to setting minimum Local Content threshold for the different types of projects and involve different internal or externa stakeholders as required.

§  Lead the activities related to the alignment with key representatives from the government entities and CSE.

Best Practices and Mechanisms Enhancement

§  Contribute to the identification of opportunities for continuous improvement of Local Content Monitoring systems, processes and practices considering ‘international best practices’, improvement of business processes, cost reduction and productivity.

§  Lead the process of adjusting the Local Content mechanisms to reflect any lessons learned 

§  Coordinate continuously with internal departments such as Entities Enablement, Center of Excellence and other relevant departments to ensure harmony and proper understanding of Local Content requirements to be able to enable and excel entities accordingly

Complaints Receiving and Handling

§  Lead the activities of receiving, handling and resolving complaints related noncompliance with the Local Content regulations.

Policies, Systems, Processes, Procedures, Standards and Reports

§  Follow all relevant functional policies, processes, standard operating procedures and instructions to ensure that work is carried out in a controlled and consistent manner.

§  Assist in the preparation of timely and accurate reports and functional deliverables to meet the functional requirements in order to achieve the desired efficiency and performance excellence.
