Job Description

 JOB PURPOSE

To define and align the IT strategy with the business objectives, develop IT architecture and standards, that ensure efficient and effective implementation of information governance.

 

DESCRIPTION

Strategy and Planning

§  Translate IT General Department strategies and policies into operational plans and organize the work of the IT Enterprise Architecture Department and oversee its implementation to deliver services and achieve its objectives.

People Management

§  Supervise the teamwork of the IT Enterprise Architecture Department and follow-up on the evaluation of their performance by providing feedback on an ongoing basis and seek opportunities to develop their capabilities in order to motivate them and raise the level of performance of the work of the department.

§  Identify the training and development needs of the IT Enterprise Architecture Department and fill the knowledge gaps to ensure continuous development and a high level of competence within the team.

Budget Management

§  Prepare and propose IT Enterprise Architecture Department budget and control expenditures within the approved budget to enable department to estimate projected expenditures to ensure efficient and effective use of financial resources.

IT Planning and Governance

§  Develop, implement and maintain the overall IT strategy, policies, procedures and guidelines, to meet LCGPA’s overall strategic objectives, while aligning to industry best practices.

§  Roll out an enterprise-wide IT governance model and associated policies, procedures, and guidelines to ensure robust IT governance across LCGPA in order to achieve maximum value from IT investments.

§  Monitor application of the IT governance model and if it is effectively able to streamline IT processes and manage IT risks; identify breakdowns in IT governance and areas for improvement and highlight IT risk management issues to relevant teams.

Technology Architecture Management

§  Develop, implement and maintain an enterprise-wide technology architecture for all IT infrastructure, networks and applications, to facilitate LCGPA’s IT and digital growth and ensure alignment with overall organizational objectives.

§  Oversee adherence to the architecture strategy, principles and frameworks in all aspects of IT management across LCGPA.

Change Management and Business Continuity

§  Oversee the development of business continuity plans to ensure proper prevention and recovery from potential IT threats to LCGPA, working in coordination with Information Security.

§  Evaluate overall IT projects and processes on an ongoing basis and make suggestions for continuous improvement; oversee associated IT change management across LCGPA.

IT Project Management

§  Oversee the IT project portfolio being delivered by vendors and provide inputs on integration and standardization opportunities in order to improve LCGPA’s overall IT efficiency; ensure project are being delivered within budget and adhere to quality standards.

§  Develop a healthy IT project pipeline to ensure drawing the best advantage from integrated technology opportunities to improve the Authority’s efficiency.

§  Oversee the development and implementation of enterprise-wide IT initiatives and overall IT roadmap across LCGPA.

§  Recognize key strategic requirements and oversee development and management of IT solutions to support those requirements.

§  Oversee and manage the work performed by the IT Project Management Sr. Specialist.

Policies, Systems, Processes, Procedures, Standards and Reports

§  Direct the development of IT Enterprise Architecture Department policies, systems, processes and procedures to ensure the consistent application and ease of operations for subordinates.

§  Conduct a thorough review and analysis of reports submitted by subordinates and make timely decisions to ensure enhancing the IT Enterprise Architecture Department performance, mitigating highlighted risks and achieving LCGPA’s objectives.
