Job Description

JOB PURPOSE

To draft, develop, monitor and implement Local Content guidelines and Government Procurement laws/ regulations related to the mandate of the Authority and to ensure the Authority’s best interest is protected.

KEY ACCOUNTABILITIES

DESCRIPTION

Advisory

§   Oversee the regulations research to ensure the adherence to policies, regulations, and governance advisory and to support development of external procedures and regulations.

§   Oversee the implementation, adherence, and update to all Local Content and procurement law / regulations as well as the drafting and venting of all the requested documentation.

§   Provide legal advice on policies and regulations (e.g. foreign trade and WTO related policies and regulations) on matters impacting LCGPA to top management to enable accurate and smooth decision making.

§   Review, amend and advise on all non-standard legal agreements (external) that LCGPA is to enter into to ensure the authority’s best interest is protected.

§   Assess legal procedures to add/ remove/ update Local Content & Government Procurement laws and regulations.

§   Monitor and suggest updates on Local Content guidelines and Government Procurement laws and regulations related to the mandate of the Authority.

§   Advise stakeholders on appropriate Local Content and Government Procurement governance related to the mandate of the authority.

Regulations Scanning and Review

§   Draft and monitor the legal procedures to add/ remove/ update Local Content and Government Procurement laws and regulations to their external stakeholders to ensure they are completed appropriately and optimally as and when required.

§   Scan the legal operations to identify gaps in regulations from Local Content and Government Procurement and recommend solutions to ensure that the recommended regulations follow international standards and practice as applicable to KSA.

§   Advise stakeholders on appropriate Local Content and Government Procurement to ensure the proper understanding of regulations for accurate implementation.

Risk Management 

§   Identify, analyze and mitigate legal risks affecting LCGPA by proposing solutions, highlighting any issues and setting mitigation strategies involving the relevant parties as appropriate.

§   Identify Local Content and Government Procurement risks and mitigation strategies.

Policies, Systems, Processes, Procedures, Standards and Reports

§   Direct the development of Laws & Regulations General Department policies, systems, processes and procedures to ensure the consistent application and ease of operations for subordinates.

§   Assist in the preparation of timely and accurate reports and functional deliverables to meet the functional requirements in order to achieve the desired efficiency and performance excellence.
