Job Description
JOB PURPOSE
To contribute to the effective implementation of the monitoring policy, ensuring that, at the least, minimum monitoring requirements for the government procurement are met.
KEY ACCOUNTABILITIES
Local Content Requirements
§ Participate in the selection of the appropriate LC mechanism for the strategic categories as per LCGPA’s strategy.
Interface with the Designated Entity for Strategic Procurement
§ Participate in working with the Designated Entity for Strategic Procurement to make sure that the framework agreements include the LC requirements
§ Participate in working with the Designated Entity for Strategic Procurement to make sure tendering activities of the framework agreements captures all of LCGPA’s requirements.
§ Participate in the activities related to suppliers shortlisting, qualification and negotiation processes for the framework agreements.
Procurement Monitoring
§ Analyze the local market to determine the suppliers who met the local content requirements (low price with high quality categories) to ensure maximizing the value in government procurement.
§ Conduct periodic visits to suppliers and to public procuring entities to monitor activities and assess progress; identify and anticipate implementation problems.
§ Gather information to what extent the public procuring entities are comply with local content requirements.
§ Support in outlining the problems that are facing the public procuring entities in applying local content requirements.
§ Determine the underperforming suppliers and support them to improve their performance.
§ Promote monitoring standards and quality assurance/control.
§ Support in developing and implementing advance monitoring tools.
§ Contribute to the establishment of statistics database.
Policies, Systems, Processes, Procedures, Standards and Reports
§ Follow all relevant functional policies, processes, standard operating procedures and instructions to ensure that work is carried out in a controlled and consistent manner.
§ Assist in the preparation of timely and accurate reports and functional deliverables to meet the functional requirements in order to achieve the desired efficiency and performance excellence.
