Job Description

JOB PURPOSE

To contribute to the effective implementation of strategic procurement monitoring activities in order to ensure that monitoring requirements for the strategic procurement are met.

 

KEY ACCOUNTABILITIES

DESCRIPTION

Local Content Purchase Requirements

§  Monitor the timely government procurement of all goods, supplies and services needed, in accordance with all applicable local content development laws, policies and procedures.

§  Support the Strategic Procurement Monitoring Director in setting and implementing local content strategic procurement guidelines as per local content purchase requirements.

§  Formulate -under direction of Strategic Procurement Monitoring Director and Manager- short-term and long-term strategic government procurement plans in order to maximize buying power and minimize inefficiencies.

Performance Monitoring and Prequalification

§  Analyze of the main spend categories for government procurement; provide recommendations on costs optimization opportunities in those categories to ensure realization of opportunities on cost reduction.

§  Maintain open communications with suppliers to provide a comprehensive understanding of the procurement practices and maintain supplier confidence in order to improve suppliers’ performance.

§  Ensure the suppliers compliance with relevant applicable laws and government procurement policies and procedures.

§  Assist in sourcing product categories for government procurement and contact qualified suppliers through requests for proposals (RFPs) to act as the procurement entity for the government based on the local content requirements.

§  Assist in monitoring local content requirements in government procurement to ensure that procurement activities comply with the set purchase mechanisms.

Proposal Management

§  Hold tenders and bidding activities, evaluation of the proposals and conduct negotiations with suppliers on cost, payment and delivery terms, ensuring that the Authority gets the best rates, prices, as well as quality.

§  Research market sources and vendors to locate and ensure most cost effective and competitive pricing for the purchase of supplies and services.

Bid Evaluation and Awarding

§  Participate in conducting technical and commercial local content evaluations for bids in order to identify bid winners who meet the local content requirements with cost-efficiency.

Contract Execution

§  Review and execute contracts, purchase orders, change orders and other documents within delegated authority and make sure that the local content supplier is committed to government procurement requirements and bid specifications.

§  Ensure robust contract management and monitoring arrangements are implemented and maintained throughout the lifespan of the contract and to drive improvements and develop supplier relationships.

§  Design appropriate methodology to ensure that contractors are performing in accordance with the terms and conditions of their contracts.

Policies, Systems, Processes, Procedures, Standards and Reports

§  Follow all relevant functional policies, processes, standard operating procedures and instructions to ensure that work is carried out in a controlled and consistent manner.

§  Assist in the preparation of timely and accurate reports and functional deliverables to meet the functional requirements in order to achieve the desired efficiency and performance excellence.
