Strategic Procurement Monitoring Sr. Specialist

Job Description

JOB PURPOSE

To contribute to the effective implementation of the monitoring policy, in government, State Owned Enterprise (SOE) and Public Private Partnership (PPP) procurement to ensure implementation of objectives as per LCGPA’s regulations.

 

 KEY ACCOUNTABILITIES

 

 

Local Content Requirements

§  Participate and monitor the compliance in the selection of the appropriate LC mechanism for the strategic categories as per LCGPA’s strategy.

§  Maintain effective communication and work closely with both external and internal stakeholders to support LC implementation

§  Support to review existing monitoring policies and procedures on frequent basis, and provide recommendations for continues improvement.

 

Interface with the Designated Entity for Strategic Procurement

§  Participate in working with the Designated Entity for Strategic Procurement to monitor LC compliance in the procurement by reviewing all relevant documents, which include local content plans and periodic reports according to the approved LC mechanisms.

§  Participate in working with the Designated Entity for Strategic Procurement to make sure tendering activities of the framework agreements captures all of LCGPA’s requirements.

§  Lead data collection activities related to the strategic procurement from designated entities and generate a summary report to confirm the compliance of LC requirements. 

§  Participate in the activities related to suppliers shortlisting, qualification and negotiation processes for the framework agreements.  

§   Work with all stakeholders to address external complaints and resolve any conflicts between suppliers and beneficiaries 

§  Support in developing and implementing advance monitoring tools.

§  Contribute to the establishment of statistics database.

§  Follow all relevant functional policies, processes, standard operating procedures and instructions to ensure that work is carried out in a controlled and consistent manner.

§  Assist in the preparation of timely and accurate reports and functional deliverables to meet the functional requirements in order to achieve the desired efficiency and performance excellence.
